A machine goes down. The part that failed was made twenty years ago by a company that no longer exists, or it was custom, or the drawing went missing three owners back. The OEM quotes sixteen weeks, or simply does not answer.
Most machine shops need a drawing before they will quote. That is a reasonable position — producing geometry from a physical object is a different skill from cutting to a print — but it leaves you with nowhere to go.

Usually still workable. A broken part can often be measured across the fracture, and wear can be backed out to reconstruct the original dimensions. If there genuinely is not enough left, we will tell you rather than guess.
Often, yes. If a part always fails in the same place, that is usually a material or geometry issue and worth discussing before the replacement is cut.
